never used either, but i guess it depends what you're throwing. The ratings on that rod are really quite a lot. I have 1 rod for lighter stuff (rod rated at 6g - 30g) 1 for medium stuff (20g - 70g) then one for bigger jerks and cranks rated 70g +. i could throw some of my medium lures on the smaller rod, but the're very different rods and actions. I'd be interested to see how a 7g - 70g rod handles. Quantum stuff is generally held in high regard, and its certainly priced so, so i reckon you'll be alright, just be careful when getting to the higher weights in the range incase the rods been overrated. underrated isn't so much a problem, you'll just lose a bit of distance in the cast.
As for the reel, whether its the right size or not depends on the balance between rod and reel. See how it feels when you get it. You should be able to balance the rod on your finger placed above the rim of the spool.

It will be fine for starting the most important parts of the kit are the lures it is the old cliche' rods and reels don't catch you the fish its all about the rig. Invest in good lures and line so you can practice casting accuracy and feeling for where the lure is in the water, you can then develop and get some quality kit that suits the styles of fishing you use on your waters when you know what you want.
